This poetry "Dragon" is by the Tang Dynasty poet
Li Qiao. It is a five character regulated verse that uses the dragon as a methaphor to express the poets aspirations.
衔烛耀幽都,含章拟鳳雏。 西秦飲渭水,東洛荐河圖
丁丑秋月 于梁色棟
Holding a candle to illuminate the dark capital,
Harboring brilliance aiming to be a phoenix chick.
In Western Qin he drinks from the Wei River,
In Eastern Luo he presents the River Map
In Autumn in the Year of Fire-Ox (1997)
by Liang Sedong (Leung Sik Dung)

Lower seal,
壽所信印子梁子棟身 Longevity seal of Liang Zidong
Seemingly a contemporary calligrapher painter.
