Subject:Inscription above Ito Chuta's Sketch 425

The attached inscription by Sugimura Kōtarō 杉村廣太郞 above Ito Chuta's sketch titled Draft Covenant of the League of Nations Completed, is very similar to the Buddhist saying 無一物中無盡藏,有花有月有樓臺. I've seen a number of translations into English of this phrase including Within no-thingness is an inexhaustible treasury; there are flowers, there is the moon, there are towers and terraces. If you could confirm Sugimura's actual writing I'd appreciate it, as several of his characters don't seem to be the same as what I transcribed above. With thanks.
