The Guanyin figure depicted holding a basket containing fish is known as “Yulan Guanyin” (Fish-Basket Guanyin)*.
This figure originates from a devout belief that emerged during China's Tang Dynasty (one of the Thirty-Three Guanyin),
The mark on the bottom is inscribed with “玉山 Gyokuzan”** so it is likely made in Japan.
* "Gyoran Kannon" in Japanese
** From the Meiji period through the Taisho and early Showa periods in Japan, there were several artisans (sculptors) who went by the renowned pseudonym “Gyokuzan.”
