Subject:Help with Transcription of Ito Chuta Sketch

Help with transcribing the attached commentary written by Kamio Mitsuomi, the commander of Allied forces during the Siege of Qingdao, that accompanies Ito Chuta's sketch titled The Qingdao Question would be greatly appreciated, as I return to this project after a few delightful weeks in Belgium.

What on earth is this blind man babbling about regarding something that was obtained at such great cost ?
I ask you、do not disgrace the mission !

Correction,
In this case, I think it’s more appropriate to use the plural form.
....are these blind men...
