recent work, not obviously using traditional Chinese brushwork, but with facsimiles of the Qianlong emperor's seals, so whoever made the picture was associating this with imperial ownership. Can't make out most of the inscription but the man seems to be wearing Song or Ming style headgear, while the woman's hairdo and hair ornamentation is from the (earlier) Tang period, so there's some historical incoherence there. Also a government official would not be spending time assisting a woman with her makeup, though the lantern is decorated with the "double happiness" character/glyph, which refers to marriage, so presumably this is supposed to be a married couple.)
