Hello all! Any help identifying this seal and the painter would be much appreciated. It looks like 竹外一 something. -Kind regards, R.R.

Seal reads,
竹外一枝 
"A single branch leaning out the bamboo"

It's not so much a sobriquet as a leisure seal.
This is not enough to identify the artist.
If you could send a higher-quality image of just the signature, perhaps I might be able to make out the artist's name from it.

In terms of the patterns on the mounting, it looks more Chinese than Japanese.

I. Nagy has read the seal, and while I see references to Chinese inscriptions containing its text here and there on google, the subject matter and painting style feel quite Japanese to me.
