Seal reads,
竹外一枝 A single branch leaning out the banboo
This is a kind of leisure seal.
Unless the artist is well-known, it is impossible to identify him based on the leisure seal alone.

As a follow-up to my response yesterday,
the inscription is the title of the picture, not the artist's signature.

I read it,
秋嶽漫興 Autumn mountain musings

As the title suggests, this is likely the work of a Chinese artist
