There's enough consistency in the repeating elements of its pattern to indicate that your dish may be a late 20th century transfer-decorated product.

I don't know if it can be seen in the photo I added but the piece is hand painted and the especially the flower pedals are raised and much higher than the under glaze

The pattern is laid down using printed transfers. When colored enamels are subsequently filled in, the process resembles more what a child does with a coloring book than painting. The color seems devoid of intentional texturing or shading, with darker tones, such as in the pink flowers, more likely being coincidental to shrinkage and clumping of the colored enamel during re-firings in the kiln, which also adds a tactile "raised" quality.
