Hallo Tom,
The mark in gold is unreadable to me, but the character in the red seal is "Sho" or "Matsu".
It's probably the Kakihan (seal) of the painter.

It may refer to several Satsuma artists, like Matsumoto, Matuura, Shogetsu, Shokei, Shozan, etc.

I have a mark with a seal like this in blue, which is by Oyama Shokei (1863-1903), a Meiji Period Satsuma painter. See picture.
