This type of transfer-decoration on a probable Chinese blank was typically done in Hong Kong and/or Macao ornamentation workshops during the late 20th century and subsequently. However, right offhand I'm unable to verify the mark of "Made during the Yongzheng Reign of the Great Qing Dynasty" in association with either location. However, the factory or stock number "12" and the heavy hexagonal foot both look familiar with regard others I recollect seeing from such factories.
Keep in mind, the mark is only part of the decoration and oftentimes goes unseen with a drill-hole in its middle, because many of these pieces are used for lamp bases.
