Subject:Chinese or Japanese Artwork?

Hey,
I was wondering is someone could help me translate the following. The bottom character 泉 means Spring in Chinese & Japanese, but i cannot read the top. Any help would be greatly appreciated!!

Signature in my reading,
英泉　-　Eisen - Art-name
Seal,
岩瀬　-　Iwase - Family name

It can be a Japanese artist baaed on the famly name.Maybe the picture itself would better support it.
