Subject:plate marks

Would anyone be able to identfy the marks on this plate for me please. I think it is chinese but i am not sure. Any information would be apreciated.

The apocryphal mark reads down and across from the right as "Made during the Chenghua Reign of the Great Ming Dynasty". The mark and elements of the cavetto decoration exhibit irregularities and spottiness associated with transfer decoration. If this isn't Chinese, it's probably Japanese from the mid-to-late 20th century or subsequently, but the unfocused images make it a speculative call.
