the signature seems to be that of Wei Yingwu (韋應物) a poet of the Tang dynasty, so this would be the author of the text/poem? in sealscript.

this is indeed a popular poem, if you google the title (滁州西澗) you get 226 000 hits.

since the painting isnt signed, there is no way to tell the author
