Hello,
Here's another woodblock (?). I would appreciate your thoughts on whether or not this is a woodblock and who the stamp belongs to.

Seal reads,
梅嶺 - Bairei  (In seal script the 梅 is used for 楳 )

Kōno Bairei 幸野楳嶺 1844-1895
Painter of Shijō-school at the end of Edo period.
Founded the Kyōto Prefectural Painting School in 1880. He was gpood at painting of flowers and birds.

We have several prints by Bairei. The best is the Kingfisher below. I like the action depicted.
