Subject:Soapstone Sel

Hi all,
I bought this seal as a "Republican" piece. But I don't know how the date was determined unless the calligraphy notes a date. Can anyone assist with a translation and opinion? The seal is approximately 3.25 inches tall and 2 inches wide.

The calligraphy does not note the date.
It reads,
羊　-　Sheep (Year of Sheep symbol)
吉祥如意　-　Be lucky as you wish
財寶四法　-　Let be treasure everywhere
Seal print,
吉祥如意　-　Be lucky as you wish
