Subject:Help with Chinese? watercolor please

I'm hoping someone can point me in the right direction to research this 15" x 11" piece. I think it is watercolor - as you can see the people are depicted in a unique manner. It is on a very thin paper - maybe rice paper? Help with the black characters would also be greatly appreciated. Not sure why the photos were turned?? Thank you!

The artist uses very naive, almost childish representation of the procession, which makes it difficult to determine whether the depicted persons, soldiers etc. are Koreans or Chinese.
I opt for Korean.
Inscription,
陵行圖 - Picture of Procession to the Imperial Tomb
癸亥春画 - Painted in Spring in the Year of Water-Pig (...1983)
Unfortunately, I can!t decipher the seals fully.
