It is Chinese,

一九七五年二月於度囗　In December 1975, at Duo囗
洞庭　　-　Dongting (Signature - given name)
Seal,
洞庭　-　Dongting

Chen Dongting 陳洞庭　1929-1987
Alias Junshan （君山）　born in Taishan, Guandong
Painter of figures and landscapes, he was a member of the Guangzhou Painting Academy.

Thank you. Unfortunately, when I opened the frame to see if there was anything else to help identify it, I found that it was a photo! But thank you anyway.
