please help me to identify what it is?
very nicely carved characters
with some hand written ???? at the back and looks like it was for display
or could be for printing

This is a printing block. If you look at the Chinese characters you will notice that they are back-to-front. Two of the characters in the title area refer to 'Country' and 'Poem'.
