Signature and seal,
金鳳 - Ippō

Presumably Mochizuki Ippō 望月一鳳1846-1915
Japanese painter of Meiji era from Ǒsaka. Disciple of Mori Ippō. Later studied Shijō school painting at Maruyama Kan'ei. He was good at flowers, birds and animals.
I can't find the same signature and seal for reference.

Many thanks for your help again!
When I' ve seen this painting couple of days ago I observed anything remarkable about the picture. One of the wings of the bird is cutted by the frame. I think it's a little bit unusual, this painting could be just the part of a bigger painting, that has been cutted many parts.

Corrigenda,
金鳳 - Kinpō
Presumably Mochzuki Kinpō 望月金鳳 1846-1915
.... is correct
I mixed up his gagō with his teacher's gagō
