I have this japanese painting on paper and would like to have a translation of the writing. (painter, date maybe?)

Your Japanese woodblock print is by Kuniyasu (1794-1832). Can you get a better picture of the print. One that isn't so fuzzy? Maybe a picture of the complete print?

Inscriptions (alternative kanas in modern transcription);
紅ハかりに - Momiji karri ni
雪の降って - yuki no futte
おもしろく - omoshiroku
It's interesting, red (autumn) leaves fall like snow
