This is a rubbing (or a copy of the rubbing) of a stele with a poem of Emperor Qianlong.
The original of stele is now in the Thirteen Stele Pavilion in the Temple of Confucius in Qufu.

The poem in my translation reads,
In the history books it has been read for long that a locust tree was planted by the Yuan Minister Xu Heng which later withered, but regained its glory and burst into new green again.
It coincided with the 60th birthday of (Empress Dowager) Cining........etc.
In May of the Year Earth-Rabbit (1759)
written by - Two seals of Emperor Qianlong -
