Subject:Antique Chinese / Japanese Document Holder & Wax Seal Needing Seal Translation Etc.

Interesting almost Military looking Chinese or Japanese Cloth covered Copper Document Tub with Iron Wax Seal. Tub has two attached copper small loops possibly for hanging on a belt as the Wax Seal hangs down from some string as noted. string is also attached to a copper loop on the top which is the Copper lid that lifts open. no other Identification other then Wax Seal which I was hoping some of you Marvelous Experts could possibly Translate for me.
