Subject:Strange signature of Hokusai

Dear forum members!

This printed signature is contained on a small piece of paper (10.6x2.2 cm) with yellow-gold washouts. He was in the passport along with two other works by Hokusai - (1) https://www.hokusai-katsushika.org/man-washing-potatoes.html (2) https://www.hokusai-katsushika.org/two-birds.html
By visual comparison I found out the whole inscription -「北斎筆百人一首 乳母か絵とき 参議篁」
Hokusai hitsu Hyakunin isshu uba ga etoki Sangi no Takamura.
However, this is not at all like the Hokusai woodblock - "Poem by Sangi no Takamura (Ono no Takamura), from the series One Hundred Poems Explained by the Nurse".
