Subject:Watercolour painting on silk - Artist identification

I would be most grateful for any help identifying the artist and origin of this painting on silk. There is a signature and seal, and then a separate additional seal.

Almost unknown painter from Bunsei era (1818-1830)

Dear Lisa,
We can be happy to know the name of painter.
The second, pictographic seal with a beast shaped animal most probably was used by the artist. There is no way to know it. I barely found the name of the painter. Furthermore the character in the middle and around are too smudged to decipher.
The third seal is called leisure seal which contains the motto of the painter.
I read it,
配戸丕畾田 - Distributing huge fields
