I'd be most grateful if someone could help translate these marks on the base of this Chinese pewter tea caddy, and perhaps help with a date? Many thanks.

Marks,
江南省 坡子街 
Jinnang Province, Pozi Street
(Was the name of the famous shopping street in Changsha City (Jinnang) - burned down during the war (1938).
浄點 - Pure
楊震泰造 - Made by Yang Zhentai
(Famous master of late Qing Dynasty, maker of tin tea cans)
包用 - Guaranteed
