Reading and my rough translation,
一枝濃艶對秋光
露滴風揺倚砌傍
曉景乍看何所似
謝家新染紫羅嚢
Branches look rich and gaudy in the autumn light,
the dewdrops on them sway in the wind
The dawn scenery at the first glamce resembles to somewhere
I thank for the heavens for the newly dyed purple shirt

Citation from a poem by the Tang Dynasty poet Luó Yè (825-?)

Seal,
王正徳印 - Seal of Wáng Zhèngdé

Wáng Zhèngdé 王正徳 (female)
Painter and poetress in the Qin Dynasty.
Lived at the beginning of 18th c.
Was good at flowers.

It is a repro.
