Subject:Chinese Soapstone Carving ID

I have a soapstone carving (paperweight?) bought by my grandfather in beijing in the 1970s, can anyone help me get some more information about it.
My theory is that it depicts something the fairy tale "Liu Hai Plays With the Golden Toad" due to the three legged frog (though I may be completely off). Anyone think similarly, or have other ideas?

The partial seal on the back seems to have "监定" from the time of sale (and verifying sold in beijing)

Mainly, is anyone able to read the signature on the bottom of the stone? What time period might I be able to attribute this to?

I would love to be able to share with my grandfather some more details about this heirloom.

Hi Cameron,
Your grandfather had bought a soapstone seal I believe.
It's I believe highly probable to be from the Republic period 1912-1949.
I do hope one of our members can decipher the calligraphy for you.
