Name cartouche,
豊國画 - Painted by Toyokuni
Censor's mark,
極  - Kiwame - Approved
山藤 - Yamashiroya Toemon (March 1811)

Inscription on flag,
半田稲荷大明神 - Handa Inari Daimyōjin - Handa Inari Shrine

The popularity of Handa Inari Shrine has made it a subject of Kabuki and Kyogen.

Your print is by Toyokuni I and was printed in 1813. It is in tough shape. See the link below for a copy at the Waseda University Theater Museum.

Siganture: Toyokuni ga (豊国画), i. e. Toyokuni I.
Below: kiwame (極)
Below: gyōji seal “Yamatō“ (山藤) for Yamashiroya Tōemon (山城屋藤右衛門). This kind of gyōji seals were used between 1811 and 1814.
Below: publisher seal: logo “chō“ (長) under double mountain / roof for Hiranoya Chōemon (平野長右衛門).
The depicted actor is Bandō Mitsugorō [III] (坂東三津五郎) in a double role.
The series is a 12 months series, here 2nd and 4th month, daini banme jūni tsuki ki no shosa (第二番目 十二月キの所作)
front: ni tsuki hatsuuma Handa Inari (二月 初午 半田稲荷)
back: yon tsuki uikatsuho isami shōnin (四月 初かつほ いさみ商人)
Play: Sono Omokage Date no Utsushi-e, performed at the Nakamura theatre in 3/1813
