Posted By: Bill H Fri, Sep 24, 2021 Conventional wisdom holds that three-clawed dragons usually are Japanese. On this basis and the indication in your second photo that the plate's bottom may have been turned on a modern lathe, I'd say it is probably a post-World War II product.
