It looks bronze / brass at some scratched areas, but areas of rusty can be seen on the back !?!

Just realized that it seems like this Asian looking dragon has wings !?

Conventional wisdom holds that three-clawed dragons usually are Japanese. On this basis and the indication in your second photo that the plate's bottom may have been turned on a modern lathe, I'd say it is probably a post-World War II product.

By the way, I recall seeing on the website of one of those major auction houses listing of a rare Blue and White porcelain with painting of a winged Chinese dragon 😊
