Subject:Japanese Metal Etching / Engraved Plate Identification Please

I am hoping someone can assist with identifying the artist and the value of the engraved work I have. I purchased this in Tokyo in 1987 when the Bank I worked for sold off a number of the pieces it couldn't display to staff as a charity fundraiser. I understand it was originally a gift to the Bank from the Bank of Yokohama. Can you also assist with the translation of the writing on the back

Seal,
一清  - Issei
Apart from the name "Issei" I couldn't find any information on the artist online.
It is not same with the famous Meiji - Taisho era
metal artist Hasegawa Issei 長谷川一清,however,
some auction sites on the net present the works of this Issei as the works of the famous Hasegawa Issei of the Meiji - Taisho era. The signatures and seals are entirely different. I think this Issei was active in the 1970-80s.

昭和四十七年四月七日 - On April 7th of the 47th Year of Showa Era (1972)
横浜銀行 - From the Bank of Yokohama

Value could be ca. $200-300
