Porcelain plate with flowers.

I have a porcelain plate with flowers, and I was wondering a few things.
Is it Japanese / Chinese?
Is it possible to translate the maker mark on the bottom?

Your late 20th century plate in the "Millefleurs" (thousand flower) pattern and famille rose palette bears a mark of "Manufactured in Macao" (Ao men zhi zao - 澳門製造). The Macao factories are known for processing Chinese blanks from Jingdezhen using printed transfers. I've downloaded photos of a Guangxu period smaller size hand-painted export dish for comparison.
