The mark reads:
Dai Nippon 大日本 (= Great Japan).
Satsuma 薩广 (with shortened "ma" 摩 Kanji).
Gokasen 後嘉仙 (which is a name).
Gito 義東 (or: Yoshito ?) Ga 画 (= Painted by Gito).

Seal: Ryugo 龍後 Ga 画 In 印 (= paint seal by Ryugo).

Perhaps Gokasen Gito (or: Gokase Yoshito) is the full name of the painter (decorator). And the Ryugo paint seal makes it more confusing.
I did find an other mark with Gokasen Gito and one with only Gokasen, both with the Ryugo seal.

I have not found any info about the artist names.
