I believe this figure with the sack may be Daikukoten aka Daikoku, one of the Japanese "Seven Lucky Gods" (Shichifukujin), whose symbols include the sack, mallet and rice associated with paddy culture in Japan. I believe your piece may be meant for use as an ink or brush pot.

I took a long look at a Photo-Shopped copy of your image of the base an found what look like possible shreds of a character mark but could just be dirt or ink splashes. In any event, the palette and crackle in the glaze suggest to me that Kutani is the place of manufacture during the period around 1900 or a bit later.
