It is a Tibetan dragon head meteor knife. I can only make out part of the writing, but it appears to be something about a meteorite or fall from the sky. You can see more if you search for Tibetan meteor knife. I hope that someone who knows more weighs in.

- type of stone beads highly prized in Tibet for many centuries, regarded to hold supernatural power.
