Subject:Japanese Nihonga Brush Painting by "Takeuchi Seihō"

Hi All,
I was hoping someone here, who has knowledge of Japanese artists, could confirm this is a painting by Takeuchi Seihō? It was originally sold to me as such (for an incredibly small amount of money so if it's not I won't be upset) and to be honest I didn't really know a lot about Japanese painting at the time (not really my area) I just liked the painting for its simplicity. Also if anyone knows what the calligraphy says that would be great.
