Qing dynasty official holding a ruyi (scepter).
He wears a chaozhu (necklace), so he can be a civil servant of rank 5 or higher, a military officer of rank 4 and above, or a Beijing official.

It confirms what l had imagined without cultural knowledge.

My imagination led me to think he was a political counselor or prime minister, or a spy.it expresses a lot of magic, to me.

I will try to grt a better picture of the central dragon seal or emblem for your interest, and mine indeed.

Here is the best pic l could take, hopfully it will let you identify elements.it is a yellow dragon you can see on his side...
