Subject:Jardiniere Mirror Writing Translation Request

I acquired this repoussé jardiniere that looks like someone soldered in a mirror as a new bottom. I'm not sure whether the piece is Chinese or Japanese. I would also like a translation of the writing on the mirror. Thank you.

Maker of the mirror;
藤原光永　-　Fujiwara Mitsunaga
Late 19 c. (Meiji period)
After this, it can be assumed that the jardiniere itself is Japanese.
