Subject:16 arhat: who painted this curious scroll?

Please see this curious scroll depicting the 16 arhat.
Would it be possible to find the artist? What does the text say?
In the first picture:
lid interior text + scroll text + seal at the bottom + lid exterior text.

書畫與琴棊 同牀觧笑眉
Calligraphers, painters, zither players and qi (board game) players, are sharing the same ground with smiling faces
Signature,
琴泉三矢榮 - Kinsen Mitsuya Ei
Upper seal,
三矢榮 - Mitsuya Ei
Lower seal,
琴泉 - Kinsen
Leisure seal,
栄辱巿關所 - Eijoku sekisho mawaru - Honor and shame pass through checking stations

Inscription on the box lid,
甲子畫筆之圖 - Picture painted in the Year of Wood-Rat (1924)
三矢琴泉 - Mitsuya Kinsen
Upper seal,
三矢榮 - Mitsuya Ei
Lower seal,
琴泉 - Kinsen

Mitsuya Kinsen 三矢琴泉 1873-1946
Original given name was Ei(zaburo) 榮(三郎)
Nanga style painter, studied under Hata Kinseki (秦金石) 1855-1943
This short biographic information was gleaned from a couple of Japanese websites.
I remain indebted with the reading of the starting seal for the time being.
