The seal script name reads;
建次郎　　Kenjiro (Given name of the Japanese artist)
On the net I could find only one painter having the same given name. His Full name is Kenjiro Abe.
I have found his name on the memeber-list of Hakua Fine Art Association. -No biographical data-
