The signature and seal reads alike,
耕漁　　Geng Yu

Rectification,
The arrtist is not Chinese.
The signature and seal should be read Japanese.

耕漁 Kogyo
It belonged to the Japanese Ukiyoe-artist and painter Tsukioka Kogyo （月岡耕漁）1869-1927
