Help me read the Asian writing and red seal mark, also not sure why this is signed by F. Espinosa.

looking calligraphy (left side only)
周垣氏写於関江
Zhou Yuan Shi Painting at Guan Jiang
(Shi denotes after a married woman's name,née -
Mrs.Zhou,née Yuan)
