介亭　Jie Ting (Upright Pavilion) Art-name signature,
Seal reads alike,

From the Chinese net I have found out that the
name of the painter is
王鴻逵　Wang Hongkui
Modern (20th c.) Chinese painter from Chiangsu, birth and death unknown.
