Subject:Japanese or Chines Pottery Plates

I have two of these terracotta plates that I believe to be Japanese but I'm not sure. Does anyone know anything more about these or recognize the mark? Thank you!

The inscription on the flag reads 'Seishô kôjô' or 'Seishô kôba' (清小工場 - Seisho factory/workshop). I find no further references.
