I found this watercolor at a thrift store and am curious what it says, who the artist is and which way is up (sorry my photos are are upside-down).

Reading of inscriptions,
注月看浮動   Waxing moon looks like floating
戊寅年仲夏 於城山堂  Year of Earth-Tiger (...1998) Midsummer (Lunar calendar May)
at Chengshan Hall
月窓上   (with) Moon over the window
青初 作  Painted by Qingchu (Courtesy name)
Seals,
李青初印  Seal of Li Qingchu (Full name of painter)
玄宅    Xuanzhai "Dark Residence" - Pseudonim

Could not find any reference to the artist.

Subject:清香浮動 Drifting of the delicate fragrance

The four Chinese characters at the right hand side of your bottom photo, from top to bottom, is apparently the title of the painting:

清香浮動 qing xiang fu dong
清香 qing xiang = delicate fragrance
浮動 fu dong = drifting, floating.

this describes the drifting of the delicate fragrance (scent) of the flowers (on the painting) had attracted the attentions of the two bees (shown on painting).
