According to the attached label the name of painter is
Shinohara Kaoru (篠原薫）
Painter from Takamatsu, Kagawa Prefecture.
Between 1917-28, he lived in England, France, Germany and Italy studying the works of Cezanne, van Gogh,Daumier,Chavannes,Rubens, Matisse etc.
Participated with works on 13 exhibitions in Japan between 1920 and 1933 (Listed by venues and dates)
From Japanese language Google I have found out that
he was born in 1898 and died at the age of 89 in 1986.
