Subject:Chinese brush painting - Artist and Translation?

Could I get some help with a translation and possible artist name?

The painting appears to be framed during the 1970's as there is Chinese newspaper glued to the backing showing advertisements for a Charles Bronson movie (The Mechanic (1972)).

The style seems to share influence from Qi Baishi.

Unfortunately, the seals are very faded, but I enhanced them as best I could to see if anyone can read them.

Dated 1915 or 1975, stylistically more akin to Wu Changshuo, the artist using the name 汝亭, which seems to be reproduced in one of the seals too, the others are illegible.

Not sure what the inscription is actually. It seems to read: 彭澤東籬重九日江x應送

The reading of inscriptions,
彭澤東籬重九日 
Pengze Dongli (Pengze: name of county in Jiangxi Province)
Dongli village, Double Ninth Festival (the 9th day of the 9th lunar month)
江泖白衣来  Rivers and lakes turned white (were shrouded in mist)
丁卯小春   Year of Fire Rabbit (..1867,1927..) Early Spring
海亭  Hai Ting ( Pavilion beside the sea) Art-name of painter, Art-names beginning with 海 "Sea"
are (were) used only by Buddhist monks.
海亭 Hai Ting is the reading of the lower seal.
Unfortunately I can not read the upper one (too dim)

Sorry, I have missed two characters "應送 -as a present" to type.and translate,
彭澤東籬重九日
江泖應送白衣来
Pengze, Dongli, Double Ninth Festival,
As a present the rivers and lakes turned white (were shrouded in mist)
