Subject:Japanese Heisen ID/Age?

Looking for any information I can get regarding this Japanese (?) pedestal bowl that I found at an estate sale. It measures 9.75"d X 5"h, and it is unmarked. Many thanks!

It's a dish for rinsing your sake cups during a drinking session.

Thank you for your reply. I know it is a haisen, or sake cup washer. I was hoping somebody would know the age and possible maker. Someone on another forum suggested late Edo period, but wasn't sure. The design is unlike anything I've ever seen.
