From a cursory look, it will be post-1868 as it mentions Tokyo (東京) in the inscription, which was the name given to what had previously been Edo.
From the style of print and state of the paper, I would guess Taisho period (late 19th - early 20thC).
I’ll do a little digging and see if I can find out anything more.

Wasn’t really able to figure much more out - The inscription seems to be the publisher and not the artist. It reads ‘東京本不相生町三丁目和倉版”, which translates to an address in Tokyo and the name (something like Wakura) of the publisher. I did find one blog post which had a print from the same publisher (link attached), which would seem to suggest from the label on the print in the photo that the company your print is from ran from Meiji year 22 (1889) onwards, so your print will be either late Meiji or Taisho period at a rough estimate.
Sorry I couldn’t provide more details.
