Am running to a meeting, but thanks for the closeup of the seal: the artist's name is 福岡顯 Fukuoka Ken or Fukuoka Akira; nothing pops up on this fellow right away but I defer to I. Nagy in identifying Japanese artists in any event. Will try to track some biographical data on this guy down if someone doesn't beat me to it.

Seal,
福岡顯印　－　Seal of Fukuoka Ken (Akira)

Unfortunately, for the time being I could not find any painter with the above name(s).

Can you read the year? Looks like 明治X年, but I have no idea what the third character is trying to be.

明治五年　Meiji 5-nen (1872)
