Subject:Can anyone identify this artist?

My grandfather has supposed had this painting on his wall since the 70s and let it to me when he passed. I have had it in storage and have always been interested in who the artist is. It is a family keepsake and just interested in more information.

上有泰山　-　Up above there is Tai Shan
(Mount Tai in Shandong - one of the Five Sacred Mountains of China)
Seal in my tentative reading (I might be wrong -very unusual form)
遅　－　Chí - Probably surname of an unknown artist from the 70s.
